Iranian-backed cyber actors are employing a subtle yet potent strategy, moving beyond overt attacks like data leaks and website defacements. Instead, they are systematically infiltrating corporate networks, cloud infrastructure, service providers, and industrial control systems (ICS) to establish persistent access. This long-term approach provides them with strategic leverage, enabling potential disruption during times of heightened geopolitical tension.

This calculated cyber activity encompasses a range of tactics, including the theft of credentials, deployment of remote management tools, and targeted phishing campaigns disguised as recruitment efforts. Crucially, they are also actively exploiting vulnerabilities in exposed industrial systems. Recent reports detailing Iranian infrastructure breaches involving backdoors illustrate how an initial compromise can lead to deep access into sensitive systems and trusted administrative accounts.

SentinelOne said in a report that the most significant threat isn’t always an immediate, destructive cyberattack. Instead, it’s the strategic advantage gained from pre-existing access, which can be activated for intelligence gathering, data exfiltration, coercive campaigns, or targeted disruptions as political circumstances evolve.

Iranian Hackers Are Quietly Building Access

This strategy is termed “access optionality.” A compromised cloud account, an infiltrated IT supplier, or a leveraged remote administration tool might initially serve for espionage. However, these same access points can be weaponized later to severely disrupt business operations during a crisis.

It is important to recognize that Iranian-linked cyber activity is not a monolithic operation. Various groups and public-facing personas operate with distinct missions, target profiles, and technical proficiencies, even when their campaigns appear interconnected.

For instance, Seedworm, also known as MuddyWater, a group affiliated with Iran’s Ministry of Intelligence and Security (MOIS), has been implicated in intrusions against a U.S. bank, an airport, non-profit organizations, and the Israeli branch of a U.S. software vendor.
