Empire Market Co-Creator Receives Decades-Long Sentence for Dark Web Crimes

Raheim Hamilton, one of the principal architects behind the notorious dark web marketplace Empire Market, has been handed a 40-year federal prison sentence. The 30-year-old, a resident of Suffolk, Virginia, was found guilty of orchestrating a sprawling online criminal enterprise that processed more than $430 million in illicit transactions.

In addition to his substantial prison term, Hamilton was ordered to pay a $5 million fine, according to an announcement from the U.S. Department of Justice. U.S. District Judge Steven C. Seeger issued the sentencing in Chicago on Monday, October 5, following Hamilton’s earlier guilty plea to a drug conspiracy charge. The Justice Department formally disclosed the sentencing on October 7, marking a significant milestone in the ongoing prosecution of the marketplace’s operators.

Operations and Scope of Empire Market

From 2018 to 2020, Hamilton collaborated with Thomas Pavey to manage Empire Market, a platform that facilitated over four million transactions between a multitude of buyers and vendors. While illicit narcotics constituted the bulk of its trade, the marketplace was also a hub for other nefarious goods, including stolen account credentials, personally identifiable information, counterfeit currency, and various computer hacking tools.

Drug sales were the dominant revenue stream, generating approximately $375 million in net proceeds. Authorities detailed significant quantities of narcotics sold through the platform, including at least 13.3 kilograms of fentanyl, 446.7 kilograms of cocaine, 72 kilograms of methamphetamine, and 103.4 kilograms of heroin over its operational lifespan.

Previous reporting in June 2024 highlighted the charges against Empire Market’s founders, describing a site accessible only via anonymizing software, with an address ending in “.onion.” Its product categories, such as “Fraud” and “Software & Malware,” clearly indicated its dual role in both drug trafficking and the broader cybercrime ecosystem, offering resources for data theft and malicious software.

Evasion Tactics and Financial Operations

Prosecutors detailed how Hamilton and Pavey deliberately engineered Empire Market to aid users in evading law enforcement and laundering funds derived from illegal activities. All transactions on the platform mandated the use of cryptocurrency. Operators actively encouraged both buyers and vendors to employ tumbling and mixing services to obscure their digital currency movements and to utilize encryption for secure communications.

A distinctive feature of Empire Market was its vendor rating system, which incorporated the effectiveness of drug concealment during shipping. This integrated concealment as a performance metric, incentivizing sellers to develop sophisticated methods for avoiding detection by authorities.

As part of his plea agreement, Hamilton consented to forfeit approximately 1,230 bitcoin, 24.4 Ether, and three properties located in Virginia. These forfeitures are distinct from the $5 million fine levied during his sentencing.

Co-Conspirator Awaits Sentencing

Thomas Pavey, 41, of Ormond Beach, Florida, also pleaded guilty last year to a federal drug conspiracy charge, admitting his role in the creation and operation of Empire Market. His sentencing is scheduled to take place later this month before Judge Seeger. Pavey’s agreement includes the forfeiture of approximately 1,584 bitcoin, two boxes containing 25-ounce gold bars, three vehicles, and two properties in Florida.

The extensive investigation into Empire Market involved a multi-agency effort, spearheaded by the FBI, the U.S. Postal Inspection Service, and Homeland Security Investigations. For the cybersecurity community, Empire Market’s inclusion of stolen credentials and hacking tools distinguishes it from purely drug-focused darknet markets, underscoring its significant contribution to the broader trade in illicit data and cybercrime enablement resources.
